Comments: Old style art for an old style super-hero team. Old style as in retro looking. The C.O.W.L. team works as a team and with more effort and trouble than you might expect they do take down Sky Lancer. This villain is tough and a killer.
In this world super-heroes are done in a more realistic way. These heroes are human. They get paid to protect others. They complain about the job just like any normal person. Some abuse their abilities.
This type of story has been done before. Here though with the retro style handling it adds a nice touch to it.
The story focuses more on C.O.W.L. as a whole then its individual characters which works nicely. We do learn a little amount about the main characters but you are definitely left wanting to know more.
With Sky Lancer out of the picture it will be interesting to see where this comic goes next.

Comments: Its 1962 and here super-heroes are part of C.O.W.L. and organization that is run like a business.
With most of the super powered threats defeated is C.O.W.L. still needed?
The art does not get a lot of chances to show off the characters as super-heroes or in any action poses. A little more action would have been great to see.
This is not about super-heroes fighting villains. It is about C.O.W.L. and the people who run it. There are some interesting character and it will be great to watch them develop more.
The story line is something different than we usually see.

Comments: Here the City of Chicago runs super-heroes like they are a business.
Kathryn Mitchell aka Radia is the beauty part of C.O.W.L. She is a super-hero but treated as a thing of beauty only. She is much more than just a thing to look at and admire.
It is nice to see the expressions on Radia's face after she cut loose. It is a little funny but also deserving. It is great the way we do get to learn more about Radia here. We learn more about what she thinks of her life and those people around her.
C.O.W.L. is under fire by the regular police department. They want to hire their own super powered people. Tensions are rising.

Comments: There is a strike going on. This issue we see that even super powered heroes are human. They have needs and they want better in life as well.
At the strike site things start to get out of hand. Tempers flare and it gets hot and violent.
The barroom fight as two agents of C.O.W.L. are using a super powered criminal thug as a message to his boss is done great. The scenes are full of excitement.
The art and story both are a little boring this issue. Other than a bit of violence not much happens.
The idea of super-heroes run as a business has been done before but not in this old style setting. It gives the comic a touch of class.
